Can you take kids younger than three on vacation?

Yes. It can be an enjoyable time and a way to create more memories as a family – especially if extended family, like their grandparents, come along. However, I wouldn't spend a lot of money to do so. They will not remember it themselves and will not be able to participate in various activities. Something simple for a weekend would probably be best.

Not if it is a place that is geared more towards adults, such as a resort or cruise. Many adults go on vacation to not be around kids. Definitely check and make sure the places you're staying are kid-friendly and welcoming. 

They can stay with extended family at home while you, your spouse, and your older kids go. Make sure they are still having a fun vacation, even if it is a stay-cation. This can make it more fun for all involved. They get one-on-one time with loved ones and do fun things for their age range. You and the older ones (if you have any) will make more memories together and be able to experience more things without the young ones around.
