The Dark Web allows users to communicate and browse hidden websites anonymously. To use it you require specific software, configurations, or authorization. To access it in itself is not illegal, but it is best avoided as most things on there are illegal, like child pornography and illicit drugs. As well as being a haven for criminal activity involving extortion and the supply of banned weaponry. 

Many of its marketplaces, which are similar to that of Craiglist or eBay have been closed down by government authorities due to illegal or questionable activities.

Though many have argued it is just a place to communicate more openly, free from Government or Big Businesses interference, without having your every move online monitored all of the time.
